Liam Wheldon

CTO & Co-Founder, ProvisionIQ

Liam leads the technology vision and engineering delivery behind ProvisionIQ, bringing close to two decades of software development experience to a platform built for one of education's most complex and consequential challenges.

His career has been shaped predominantly by the EdTech sector — specifically within assessment and awarding environments where the margin for error is minimal and the stakes for the individuals involved are high. That background has instilled a rigour and precision in how he approaches software architecture and product design that is rarely found in platforms of this kind.

For over a decade, Liam has led software development at a management level, overseeing teams and departments of between 6 and 40 people across the full development lifecycle — from initial requirements and architecture through to delivery and ongoing performance. He brings that same discipline and accountability to ProvisionIQ, where his remit spans the entirety of the platform's technical and IT landscape: product ownership, system architecture, infrastructure, data security, and engineering delivery.

What sets Liam apart is his refusal to treat technology as an end in itself. His focus is unwaveringly on the solution — on understanding what schools, SEND coordinators, and local authorities genuinely need, and building software that meets those needs with integrity and precision. Every architectural decision is made with the platform's users in mind: the SENCO managing a complex caseload, the trust leader needing reliable data, the pupil whose outcomes depend on the system working properly.

In his role as CTO, Liam ensures that ProvisionIQ is not only technically robust and secure, but that it continues to evolve in step with the realities of the sector it serves.
